Does every county in Washington state have a charter?

No. Only 7 Washington counties have a charter: King, Clallam, Whatcom, Snohomish, Pierce, San Juan, and Clark.

What is Home Rule?

Home Rule is people governing locally. “After adoption of a charter, the powers, authority, and duties of county officers provided for by state law, except for the prosecuting attorney, are vested in the county legislative body, unless the charter expressly assigns powers and duties to specific officers.” 

What does a County Charter Review Commissioner do?

  • Review the Snohomish County Charter

  • Determine the Snohomish County Charter adequacy and suitability to the needs of the county

  • Review the existing structure of county government

  • Evaluate possible changes to the Snohomish County Charter

  • Seek to enhance government efficiency

  • Provide a forum for public input 

Are these commissioners “permanent”?

No, they are elected every 10 years for the express purpose of review and update of the charter within the year following their election.
