
November 8, 2016 was the last time the Snohomish County Charter was changed.
The number of people who have moved to Snohomish County since 2016 are approximately the same as Edmonds and Lynnwood combined.
The Comprehensive Plan projects many more people will be moving here, while the County Charter is a tool for shaping how our local government reflects our values. Responsible growth means protecting critical natural areas, advancing affordable and equitable housing, and putting climate at the center of planning. Through this review, we can strengthen transparency, expand access, and ensure our systems are accountable to us.
County Council District 3
Snohomish County is currently divided into five county council districts.
This map highlights Snohomish County Council District 3 (CCD3), represented by Councilman Strom Peterson. He is also a Representative of the 21st Legislative District (LD).
Note that CCD3 includes incorporated and unincorporated areas, and cities of Woodway, Edmonds, Lynnwood, as well as parts of Mountlake Terrace and Everett.
Did you know that a County Council District doesn’t cover the same area as other taxing districts? Districts for fire, water, schools and hospitals all have different boundaries from the others and that can be confusing.

Check your registration online, then mail your ballot
It all begins with the General Election on 11/4/2025. The top 3 “vote getters” in each county district will become commissioners for the review. Check your registration below to make sure it is accurate and vote when your ballot arrives.

Commissioners begin work in January 2026
The commissioners review the charter, conduct public hearings, develop amendments, and review with the council. Amendments are ready about the end of June.

Voters decide on the 2026 ballot
Charter amendments will be presented as propositions to the people of Snohomish County for a vote on 11/3/2026. Approved propositions will take effect 10 days after the election is certified.
